Tenders will be called when it is anticipated that expenditure will be greater than $150,000 (including GST) over the life of the contract.

Submitting your tender
When submitting a tender of Council there are some important points to remember:
- Read through the tender schedule instructions carefully.
- Give yourself plenty of time to submit. We suggest uploading your submission several hours before the 2pm deadline.
- Ask questions – contact us on 4921 0333 or email your questions to email@example.com.
- Contact Tenderlink on 1800 233 533 if you need assistance uploading your submission.
Doing business with Council
We are committed to undertake procurement activities is a fair and ethical manner, and to ensure that the best value for money is obtained. All our procurement activities are conducted in accordance with our Procurement Policy and Business Ethics Policy.
Methods of procurement
We are required to conduct procurement activities according to the following thresholds:
- $0-$3,000: no quotation needed
- $3,001-$10,000: obtain a minimum of one written quotation
- $10,001-$50,000: obtain a minimum of three written quotations
- $50,001-$150,000: three written quotes or public quotation process, dependent on complexity
- More than $150,000: formal tender process
We utilise a number of procurement tools to promote public tenders, such as advertising int he Newcastle and Sydney Morning Herald, Vendor Panel, Tenderlink and Aggregators. If you are interested in doing business with Council, we encourage you to register with the above online tools to learn more about upcoming procurement activities.
Working with Council
We generally need our suppliers to meet the following requirements:
- $20 million Public Liability Insurance
- Workers Compensation Insurance for all employees
- other insurances where appropriate
- documented Work Health and Safety management system

Lake Macquarie City Art Gallery - Call for art educators and tutors
We are entering into a new phase of arts and cultural development with a number of exciting projects launching in the coming months include new cultural venues, public art projects and maker spaces.
One of the significant project is the redevelopment of the Lake Macquarie City Art Gallery, which is expected to reopen in November 2019.
We are seeking art class tutors to work with us. This is an exciting opportunity to become a part of the dedicated team delivering quality exhibitions, events and education programs.

Lake Macquarie City Art Gallery - EOI Cafe Operators
We are entering into a new phase of arts and cultural development with a number of exciting projects launching in the coming months including new cultural venues, public art projects and maker spaces.
One of the significant projects is the redevelopment of the Lake Macquarie City Art Gallery, which is expected to reopen in November 2019.
We are seeking expressions of interest from cafe and catering businesses to operate a temporary cafe for a six-month trial in the newly renovated Gallery.
The facility has capacity for about 50 diners and will be operational during Gallery business hours, as well as for hired after hours events.
The Gallery will provide all dining furniture, utilities and other generous incentives for the right operator.

Smart Beaches Public Art Commission
We are seeking submissions from artists to engage beach goers and be broadly themed upon our beautiful coastal environment, beach conditions and/or beach safety.
The commission in total is $30,000 ($20,000 for the creation of the work and $10,000 for the installation, managed by council project officers).

Corona Street Hall, Windale, EOI
Lake Macquarie City Council is seeking expressions of interest for a community organisation to lease the hall at 1 Corona Street Windale.
This is an exciting opportunity for an organisation to base their services in a burgeoning part of our City.
A subsidised lease will be negotiated under Council’s Lease Equity Model. The rate will be measured against the successful organisation’s affordability.
The successful applicant will be responsible for sourcing funds to undertake required capital works, including kitchen and bathroom upgrades.
Expressions of interest can be lodged online via a simple step-by-step form. Please have documents ready to upload, if available, including:
- Certificate of Association
- Certificate of Currency for $20 million public liability insurance
- Current Business Plan
